
Global Stocktake (GST) 2023; Consideration of outputs
The involvement in the first time ever Global Stocktake was one of the highlights of my work as SBSTA chair in 2023.
Together with the SBI Chair we convened 12-14 October 2023 an intersessional in-person workshop that resulted in the building blocks for the Decision during COP28. Detailed information is avaialble at https://unfccc.int/event/global-stocktake-intersessional-october-workshop
As a member of the High Level Committee I got in touch with policy leaeders during the high level events early December, that resulted in the a political summary on the Global Stocktake as input for the negotiations of the Decision on the GST. A key part of the UAE Consensus at COP 28 in Dubai was delivering an ambitious negotiated response to the Global Stocktake and included unprecedented language around "transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner."
General Framework and indicators for the Global Goal on Adaptation
The development of the framework, and in particular the discussion on targets for the global goal was a major focus area of the work programme throughout 2023. I chaired several workshops ahead of the COP end of 2023. On request of the COP president the SB chairs (Nabiel Munier and I) prepared drafts that resulted in a Decision on the GGA the " United Arab Emirates Framework for Global Climate Resilience" and a 2 years United Arab Emirates–Belém work programme on indicators.
Together with the SBI chair I prepared workshops for guidance on the structure and modalities of the work programme in the first half of 2024. In the second half of 2024 we convened technical experts to assist in the technical work under the work programme. During the COP the countries welcomed the progress and requested the SB chairs to continue this work.




Market and non-market mechanism (article 6 of Parish Agreement) fully operational at the end of 2024
End 2024 At COP29, after nearly a decade of work, Parties agreed on the building blocks that set out how carbon markets will operate under the Paris Agreement, making country-to-country trading and a carbon crediting mechanism fully operational.
In 2023 and 2024 I chaired the workshops on the non-market approaches. Although countries made progress in 2023, they could not agree on draft text for markets to trade high-quality carbon credits and use internationally transferred mitigation outcomes towards their nationally determined contributions. In 2024 I consulted with countries and produced several chair notes to speed up the discussions by experts and by countries.

Finalising reporting software and preparation of Biennial Transparency Reports 2023/24
During the SB sessions in 2023 I chaired the meeting with the countries to discuss the progress in the software development and the draft result. In several international meeting e.g. in Singapore and during climate weeks experts, especially from developing countries, informed me on their specific needs for preparing the first Biennial Transparency Report . In 2024 countries finalised the testing of the software and started to use the reporting software to report.
The UNFCCC produced several tools, available at the web to assist the reporting.
